Description
One more try with menu throttling by bringing back vsync + swap interval forcing, but only if vsync is enabled.
Also restored "menu_throttle_framerate" and simplified it a bit by making it clearer about what it does, and made the option visible only when VRR runloop is enabled, since it is made for it.
