  1. [clang][FMV] Pass the '+fmv' target-feature when FMV is enabled. 

    This will allow the backend to enable the corresponding subtarget
feature (FeatureFMV), which in turn can be queried for llvm codegen
decisions. See llvm#87939 for example.
