The notifications dropdown uses virtual scrolling from angular cdk, which needs to get a resize event whenever its container is resized. Whenever the dropdown is activated the dropdown menu goes from display: none to block and so is effectively resized (0,0) -> (x,y). Sending a resize event ensures that the virtual scrolling viewport is aware of this change and can update the number of visible elements accordingly

Also extracted the dispatch resize event function into utils, and refactored other parts of the project to use it
