I have added the SAM sounding file to this repository so that it is self-contained for ease of use.
I have also added some clarification around the weights files as requested by @xlevine
The advice from NCAR (Jesse), as for the weights, is to place the sounding data file in this repository for now, and when it comes to merging back to the main branch they will be handled appropriately and placed into a suitable location.
This should close #54 #3 and #36
