Pre-release of X86-64-bit .deb and .rpm packaging.

Ready enough for "prime-time" to do a pre-release of things built with CPack so that someone with a relatively modern distribution can try to use the packaging Ultimately, it's my hope that I won't have to provide anything other than "generic" packaging (not there yet, need to make a good line-in-the sand Scratchbox for that.) but for now, this will load on any Debian derived distribution with the Ubuntu 15.10 line in the sand for versions, etc. It should also work for RPM based distributions with the same rough version line in the sand.
