[WIP] Scapinhub Migration #81

Use envs for database configuration.
Use Delorean to handle timezones. We have to use PET http://delorean.readthedocs.io/en/latest/quickstart.html
Schedule spider in scrapinghub. This step is a little bit tricky because afak Scrapy Cloud uses UTC.
Remove prints, use logging instead.
Refactoring.
