Claiming unemployment benefits

Tom is told that the procedure and website for claiming unemployment benefits is quite unpleasant. We could make that better.

1. It looks like this is the website. One of us might qualify, so we could apply and see how it works. Along the way, we save all of the webpages and take screenshots and stuff. (0.5 days)
2. Automate some part of that process. This will involve playing with the site more. (3 days)
3. Find someone who is interested in whatever we've developed. (3 days)
4. See if he uses it. (0.5 days)
5. Decide what to do next. (0.5 days)
