Bumps serialize-javascript to 4.0.0 and updates ancestor dependency rollup-plugin-terser. These dependencies need to be updated together.

Updates serialize-javascript from 1.7.0 to 4.0.0

serialize({big: BigInt('10')}); // '{"big":BigInt("10")}'

v3.x:

const serialize = require('serialize-javascript');
serialize({big: BigInt('10')}); // throws error
