v0.3.0: first stable release

After roughly a year in development, I'm thrilled to release the first "stable" version of CoreRAD: v0.3.0. At this point, I plan on making no major breaking changes to the configuration or behaviors, pending running into any major obstacles.

It's stable and should work great for home use cases! Go forth and use it!
