feat: 100 admin users in the dev environment for perf testing

Description

Has the dev build create 100 admin users to allow for more concurrent users during a perf test

How Can This Be Tested/Reviewed?

Provide instructions so we can review, including any needed configuration, and the test cases that need to be QAd.
