Move to new set of refactored Jvt-related tools (UCATLAS#1702)

* moving to re-factored set of Jvt-related tools

* rename flag to m_doTruthJetTagging for clarity

* fix some stuff in comments and messages

* remove manual evaluation of isJvtHS in xAH, now done by JetPileupLabelingTool

* remove include which isn't needed anymore

* turn on truth-jet matching as default

* restricting supported versions to 25.2.24

* rename property of tau smearing tool to comply with latest analysis release
