JDK-21 Arm

Built with JDK-21 including one needed Foreign Memory change to MacOSXWatchService.

Includes legacy JavaNativeFoundation built as arm dylib.

libmacattrs.dylib also built arm with JavaNativeFoundation dependency.

Changes to native build to for arm and JNF inclusion.

Note that the native lib is set to expect JavaNativeFoundation in the same, 'loader', directory. This should be the best way to work as a jpackage application.

jdk-20 version

Minor change to change MemoryAddress no longer included in the Panama API to MemorySegment. For now, this would be for jdk-20 only.
