Use go:generate for sqlc, rather than a separate tools directory

Summary

This changes sqlc to be run from go:generate rather than from a free-standing sqlc which was hopefully installed via make bootstrap. This may simplify Dependabot upgrades (see #5333), where the tool needs to be run manually when the dependency in tools is upgraded.

Note that this could replace #5333, as there is an outstanding update to be run.

Nevermind, this does not work, because mockgen gets angry with:
