添加了新的内建随机图片api
在uploads目录下生成iro_gallery文件夹，确保自动更新主题时不会像原来那样清空内建图库
支持以9/10长宽为基准分拣图片
支持随机返回图片或img=l、img=w参数优先返回长图片或宽图片
用户文件权限配置正确的情况下支持webp优化
webp优化方法的策略支持执行超时重启后断点恢复继续执行
以uploads_dir为相对目录，服务器配置正确可以与主题选项“图片CDN”自动集成
移除了旧的内建随机图片api
目前的问题：设置了相应的错误响应内容，但是无法与前端报错弹窗对接
额外的：
参照先前的内容添加了一个简易的方法iro_act在functions作为快速获取一些响应内容模版的链接跳转处添加在设置项说明中，
同时用做给用户操作内建随机图片api的简易GUI
