Updated for latest 2.1.x version of Marlin
Sync with upstream Marlin repo 2.0.x
Adds the following: - Issue Templates for Bug Report and Feature Request to simplify issues going forward. - Pull Request Template to simplify changes going forward. - GitHub Workflow for building all versions of the firmware to simplify releases / testing (also builds on each pull request submitted.)

Repo has been synced to
latestMarlin 2.1.x branch. This pull request also introduces some improvements to the repository by introducing Issue Templates + GitHub workflow actions to build the firmware binaries easily. The goal of this was to hopefully streamline the process of building Marlin into one action to run and use the binaries for the releases, as well as to automatically test any pull requests in the future to help with debugging any potential issues the changes have.Please see Marlin Changelog for all improvements/changes from v2.1.2 to v2.1.2.1.
