cicdIntroduces the following labels for GHA job selection:
cicd:suzuka-containers: for all Suzuka Container builds and tests.cicd:suzuka-full-node: for Suzuka e2e node tests (not in containers).cicd:mcr: for MCR tests.Jobs will run if the label matches or if it is a job running on main.
IF THIS PR IS MERGED, ALL CONTRIBUTORS WILL NEED TO BE INFORMED THAT THEY MUST TAG RELEVANT WORKFLOWS.
