mars will recognize it as local request and (on getGeoLocation failure due to empty x-forwarded-for header causing ctx.remoteIp == nil) use url params instead

yeah i was changing things in dev env which could have caused the outage
the instances are hosted on spot instances so their hosting nodes may get reassigned at anytime which may also cause some short term outages

on the pr -- i'm taking it back to draft, we are redesigning the mars side of this and depends on the final version, shepherd may not need a code change, in which case i'll close this
