manifests / title files cannot have #EMPTY or #empty as cell values #200

Excel will make cells with #EMPTY or #empty as empty values

R read.table does not like this

Maybe using FILL= " somehting" would fix this

Otherwise, avoid any cells starting with # to prevent this error:

Error in scan(file, what, nmax, sep, dec, quote, skip, nlines, na.strings, : line 1 did not have 16 elements)
