Posting this for posterity if anyone else runs into Cython/Zlib missing when running pip install .

I had to update the paths:

conda install cython
export CPLUS_INCLUDE_PATH=/<path to conda envs/ACCESS/include/                                                             
export LD_LIBRARY_PATH=/<path to conda envs/ACCESS/lib:$LD_LIBRARY_PATH
