Merging this to test if this fixes
networkservicemesh/cmd-forwarder-vpp#332
If it will not fix the problem then we'll profile forwarder-vpp with vpp 21.06 to catch the leak.

Upgraded VPP consumes more memory, so
400Milimit is not enough.Issue
networkservicemesh/cmd-forwarder-vpp#332
