This PR

• Adds a medical assembler and a medical techfab to the Beaker
• Adds a few missing VAC tags where appropriate.
• Moves the latejoin spawner so it's not overlapping with the spawn point.
• Adds plating floor types beneath walls.

Why / Balance

This PR is basically a quick addition of a medical techfab and an assembler to the Beaker. Added for Eli who is not currently maintaining the shuttle due to being on a Frontier vacation. Done with their approval. The shuttle can likely use a more robust examination at some point in the future. However for now I wanted to focus on making sure the shuttle is in the realm of a quick compliance check rather than a full rebuild.

How to test

Yml check probably.
