CODEOWNERS: adjust project file permissions

Project-level files like the LICENSE and github workflows do not need to be reviewed by all members of the R&D Security team; just the maintainers. Add explicit rules for those files that exclude the full team. Signed-off-by: Alex Stewart <[email protected]>
