Summary of Changes
Add a Azure Pipeline definition file that prints information about the PR, but does not do any actual testing
Justification
MTO has requested the pipeline be securely configured prior to creating the required test VM. This will allow configuring the pipeline to run when there is a PR with the appropriate safeguards for security before any actual testing is ready to run.
