Note

This PR is still a WIP. It's not a draft PR, because I need to test its deployment, which I don't think run from draft PRs. Disregard reviewing this PR for now.

Change summary

The site's fundamental structure has needed some love for a while now. This PR makes the foundational changes needed to modernize it and provide the foundation for the list of quality of life updates.
