chore: bump webpack dependencies to 5.x

Which problem is this PR solving?

As discussed with @blumamir a while back, upgrading webpack dependencies to 5.x for all packages will unblock #1152.

This so far only changes opentelemetry-instrumentation-user-interaction in a prove of concept manner. The changes needed have some implications I wanted to discuss before going in changing all packages affected

Short description of the changes

• bump version for webpack and other dependencies in package.json for opentelemetry-instrumentation-user-interaction to latest
• migrate configurations to work with webpack 5.x

Things that need to be discussed

• There is a long standing issue with webpack-karma (5.0 crashes on MacOS (Preprocessor, Plugin), fixed on master -> Release 5.1? codymikol/karma-webpack#518) that breaks running it on MacOS. A fix is available, but no release has been done for ~2 years. How to go about that? Is this a deal breaker?
• the way polyfills work with webpack5 are different, I fixed it by adding node-polyfill-webpack-plugin to the top-level package.json, but I am not sure if this is the right way to go about that?
