[Workflow list] Improve delete flow

The delete flow currently provides no warning when deleting. Add a confirmation modal with flexibility to expand in the future (e.g., show created resources, allow to deprovision, view all versions, etc.). Design such that the modal is generic and can be input in multiple places - workflow list page (now), workflow details pages (later)
