Remove designate-agent for caracal+ testing

The designate-agent service was removed at caracal. This patch removes
the designate-agent from the list of services that designate supports so
that the pause/resume testing works appropriately.

As of caracal [1] the designate-agent service has been removed. The
designate-mdns service is used instead, which was enabled in a previous
release. The default settings for the designate-mdns have been left as
is.
