Also fix test expectation for queries, and add test intructions to README

Adds support for Bill Action Related Entities when the client requests Bill data with the Actions include.
Goal here is to open up more ability to identify things like Committee relationships to actions at the scraper level, of which clients can then take advantage.
Also added some architecture notes to the README to make understanding the code a bit easier.
