This pull request updates the IAM policies for the Backstage service in both the Sandbox and Production environments. It adds new bindings for the service accounts and groups that require access to the Backstage service. These changes ensure that the correct permissions are granted to the necessary entities. Additionally, this PR includes updates to the pre-commit hooks and infracost configuration, as well as the removal of the billing_project variable from the provider configuration. These changes improve the overall code quality and maintainability of the project.
