I'm gonna YOLO-merge this to get it into the next tile build; it's unlikely to break anything and I'll fix it tomorrow on the off chance that it does. |

Using
aws s3 cpto upload to Cloudflare broke recently and hasn't been fixed yet; it's inconvenient on Ubuntu to pin to a previous known good version of awscli, so as a workaround we can instead use rclone to upload the pmtiles files to R2 for now.
