Epic: Smart Episode Scheduling

Once episode functionality exists, it will need additional work for new participants to be given the most impactful workspaces to work on at any point in time. This is essentially creation and management of a queue.

This is a bit of a grab-bag of different tasks:

• Take into account if workspace is stale.
  • This will need to happen fairly early on.
• Show things with large budgets before things with small budgets
• Users can skip tasks
  • Then, apply machine learning to figure out what tasks can be skipped.
