[PAGOPA-1136] feat: migrated to GitHub Actions

This PR contains the updates made on repository in order to move from Azure DevOps pipeline to GitHub Actions one.
The PR contains also some updates made on .identity folder in order to update either the secrets/variables and the GitHub runner.

Notes:

Before merging this PR, please execute an apply on PROD environment for .identity folder content.

Motivation and Context

This change is required in order to migrate the repository from Azure DevOps pipelines to GitHub Actions pipeline.

Tested in DEV environment.
