We are seeing that on MacOS
nix evaltakes longer than on Linux. This PR moves commands callingnix evalinto functions where they are actually needed.For example, we are not using
use_envreloadinside our.envrcfiles, so with this change we do not incur the penalty from finding location of cells that is only used insideuse_envreload.
