[CMSP-743] Update the notice language and make it dismissable #271

This PR updates the language of the notice that appears on dashboards and makes it dismissable (stored in user meta).
It also hides the notice on multisite (temporarily) but updates the README files with notes about how to run the CLI commands on multisite using a for loop on wp site list.

Separately, this adds pantheon-systems/wpunit-helpers to manage our commonly-used PHPUnit-related scripts.
