  • Adds governance explainer from EPT

  • Adds build badge to readme

  • Updates rust-setup instructions

  • Make changes to governance explainer to align with the single runtime of FPT

  • Add the multisig configuration on a separate PR and merge it

@stiiifff I am thinking the mutlisig related paragraph in the governance explainer is irrelevant. Should I adjust it accordingly?
