Refactor the CI with reusable actions, same as in paritytech/polkadot-sdk-minimal-template#16 and paritytech/polkadot-sdk-solochain-template#11.
This does not have a similar check for producing blocks as the other two, because we need a different setup with parachain+relaychain for that - will be done in a separate workflow.
