Use llvm12 when building containers (iovisor#4894)

I already moved the minimum llvm version from 11 to 12 and this particular instance is missed. Also added libztsd-dev package to ubuntu build process as the build may fail due to missing packages. Signed-off-by: Yonghong Song <[email protected]>
