Nuclei Go SDK v3

Please describe your feature request:

• we already have a working library example on how to use go code https://github.com/projectdiscovery/nuclei/blob/main/v2/examples/simple.go but it might be daunting for new users of SDK due to availability of so many options and required defaults
• implement a new SDK which will be a wrapper around existing library code to simply use of SDK by abstracting all defaults
• It should also sync default between cli flags and library to avoid issues like Using Nuclei From Go Code,CAN NOT got Response #3988
• SDK will not include all non-sdk options (purely functional in cli mode)

New features that will be included in new SDK

• feature to install official and custom nuclei templates from SDK (from all providers)
• update callback to auto update nuclei templates to latest version
• Options style SDK Usage
• proxy methods for logging / managing default configs
