Release 0.30.0

[pirapira]

This release is aimed at raiden testnet release practice on 2019-08-26.

Since this contains some signature changes, I think it's better to integrate this into the client at this point.

This PR is followed the release procedure.

This PR consists of

• a snapshot of data as data_0.23.0.
  • with new testnet deployment files deployment_*.json
• A new Changelog section
• Some version number changes
