This page gathers relevant information with a view to publish rClr on CRAN

will need to have a process that checks out and builds R.NET. HG externals seems not recommended but in this case I think this is necessary.

For binary packages:

"any external software needed can easily be installed on the build machine for all the sub-architectures: here easily includes not depending on specific versions, nor should the installed binary depend on specific versions"
