In node environments running in Windows, the realm binary prebuild is missing.

The issue #6006 made this visible.
The PREBUILD_ARCH environment variable is not being set correctly when creating the prebuilds in windows, so the result of the build step is not found on install, as the uploaded artifact path for windows is malformed.
