Workaround for importing project

On 2a cluster, there is issue that project is not correctly imported to the workspace. This is breaking periodic and PR tests.

What does this PR do?

Refresh project when workspace is loaded. This should import project if it was not imported correctly.

What issues does this PR fix or reference?

Workaround for issue openshiftio/openshift.io#4695
