Update quay repo ebattat -> cloud-governance

Description

Update the quay.io repository name from ebattat-> cloud-governance.
ebattat will host private repos while cloud-governance will serve public repos.

For security reasons, all pull requests need to be approved first before running any automated CI

Need to add also secret for GitHub actions
