breaking: Central Security Hub configuration #216

This PR moves the Security Hub configuration towards a central configuration. It also enables Security Hub Findings Aggregation for all regions specified in var.regions.home_region and var.regions.linked_regions.

More information on this in the AWS Security Hub Documentation.
