Update dependencies and peer dependencies so that React 19 can be installed

Update some peer dependencies so that none of them blocks the installation of React 19

• react-leaflet
• react-tag-autocomplete (Support React 19 i-like-robots/react-tag-autocomplete#78)
• react-popper (reactstrap dependency. This is archived and replaced by something else, so reactstrap would need to migrate): Add support to React v19 reactstrap/reactstrap#2824
• react-smooth (recharts dependency. Latest version states it added React 19 to peer deps, but by checking at the code, that doesn't seem to be the case)
