What?
This pull request removes some old workflows and also speeds up a handful of existing ones.
Why?
We got near the limit of our pipeline execution time. Additionally, this change makes the pipelines faster and therefore we're able to merge things faster into the main branch.
How?
Added various methods of caching and I configured certain workflow to only run when it needs to.
