Small changes, including

• Setting security context in all templates to ensure, among other things, ownership of mount paths
• Allow Ray to manage GPU devices (disable RAY_EXPERIMENTAL_NOSET_ROCR_VISIBLE_DEVICES which is set by VLLM)
• Update READMEs
