What I did
Added a mechanism integrating policers with ACL rules to provide granular traffic management.
How I did it
Added optional parameter 'policer_name' to the ACL commands
How to verify it

New command
config acl update full [OPTIONS] [--policer_name <policer_name>] <FILE_NAME>
config acl update incremental [OPTIONS] [--policer_name <policer_name>] <FILE_NAME>
