[snap] Add snapcraft for strictmode

With Ubuntu Desktop Core to be available in April, a new sosreport may be required for debugging annd grabbing data of these systems. This is an inital start to get this implemented and automated in publishing for usage.

You can install the built RPMs by following these steps:

• sudo yum install -y dnf-plugins-core on RHEL 8
• sudo dnf install -y dnf-plugins-core on Fedora
• dnf copr enable packit/sosreport-sos-3454
• And now you can install the packages.

Please note that the RPMs should be used only in a testing environment.

You plan to extend the list of snaps in future, right? As currently the for cycle with 1 iteration makes a little sense..

good point, it was a copy and paste from somewhere else. I will solve that, once I've figured out why the stageone tasks are not going through, and solve these.
