Ansi-C Version of uvncrepeater V14 found @ http://koti.mbnet.fi/jtko/uvncrepeater/.

Changes:

* removed C++ compiler dependency
* compilable with 'any?' Ansi-C compiler (tested with gcc, clang, tcc)
* IPv6 support
* support CIDR addresses in server lists
